## Bottom Line Up Front

This workshop template enables CTOs and VPs Engineering to turn raw platform ideas into a funded, measurable pilot in one half-day session. It delivers a prioritized capability shortlist, a single pilot with SMART success metrics and guardrails, explicit decision rights, and a 30-60-90 follow-up plan — so you can commit platform investment with evidence, not consensus theater.

## When to Run This Workshop

Trigger the workshop when platform friction shows up in delivery metrics, not when leadership asks for a roadmap. Three signals indicate readiness:

- Deployment lead time variance exceeds 40% across teams building similar services, pointing to inconsistent scaffolding and secrets handling.

- Security exception requests for secrets management exceed 15 per quarter, revealing that guardrails are advisory, not enforced.

- Onboarding time for new engineers to ship a first service exceeds 5 days, driven by tribal knowledge in environment setup.

## Who Decides What: Roles and Decision Rights

Keep the room to 8–10 people. Each role must have a named individual, not a department.

## The Half-Day Agenda: From Jobs to Pilot

Run a 4-hour session with hard timeboxes. No open discussion without a structured exercise.

### Orientation and Decision Statement (20 min)

Output: One-sentence decision statement (e.g., "Choose the first platform capability to pilot for internal service teams in Q3\u201d) and explicit non-goals (e.g., vendor selection, detailed architecture).

### Customer Jobs Force-Ranking (45 min)

Exercise: Silent writing → dot voting → anonymous ranking. Each participant writes top 3 developer jobs-to-be-done on sticky notes. Dot vote to 5 candidates. Anonymous forced-rank to top 3. Output: 3 prioritized jobs with evidence tags (interview quote, incident ID, survey percentile).

### Capability Option Generation (45 min)

Exercise: For each top job, generate 2–3 capability options. Rough-size each (S/M/L effort, 1–3 quarters to value). Output: Candidate list with sizing and assumption tags.

### Value-Risk-Constraint Evaluation (45 min)

Exercise: Focused SWOT per candidate (max 3 items per quadrant). Score each on: leverage (teams served), safety (guardrail feasibility), adoption friction (behavior change required). Output: Shortlist of 2–3 capabilities with scored assumptions.

### Pilot Selection (30 min)

Criteria: Narrow scope, measurable outcome, inspectable before expansion, representative of top job. Output: Single pilot with cohort, timeline, and hypothesis statement.

### Measures and Guardrails (30 min)

Exercise: Draft 1 SMART success metric + 3 guardrails with thresholds. Record data source for each. Output: Metric sheet with owners.

### Ownership and Follow-Up (25 min)

Output: RACI for pilot, 30-60-90 checkpoints, communication draft.

<div class="my-stack-md p-6 bg-surface-container-low border-l-4 border-primary rounded-r-lg">
Red Flag / Go-No-Go : If the group cannot agree on a single pilot within the 30-minute block, the shortlist is too broad. Stop and re-run Capability Option Generation with stricter sizing.

Owner: Platform Product Lead | Measure: Pilot scope documented with hypothesis, cohort, and timeline by end of workshop.

## Selecting the First Pilot: Criteria That Prevent Waste

Apply these filters sequentially. A candidate must pass all four.

- Narrow : Affects ≤ 3 teams, ≤ 2 external dependencies, single deployable unit.

- Measurable : Outcome observable within 4 weeks via existing telemetry or a lightweight instrument added in week 1.

- Inspectable : Can be evaluated without migrating production workloads; feature flag or side-by-side comparison available.

- Representative : Exercises the core job-to-be-done for at least one real customer team (not a sandbox).

### Anonymized Vignette: 320-Engineer B2B SaaS Company

Context: Deployment lead time from commit to production averages 4.2 hours with 22% variance across 12 service teams. Root cause: each team maintains custom CI/CD pipelines with inconsistent policy enforcement. Security team fields 18 exception requests per quarter for pipeline bypasses.

Intervention Tested: Self-service deployment pipeline with policy-as-code guardrails (OPA rules for secrets, resource limits, approval gates). Pilot cohort: 2 teams launching net-new internal services in next 6 weeks. Excluded: regulated workloads, migration of existing services.

Success Metric (SMART): Reduce median deployment lead time from 4.2 hours to ≤ 2.5 hours for pilot services within 4 weeks.

Guardrails:

- Policy violation rate ≤ 5% of deployments (measured by OPA audit logs).

- Zero high-severity findings in pilot service security scans.

- Platform support tickets per pilot team ≤ 1.5x baseline.

- 85% of pilot developers rate pipeline clarity ≥ 4/5 in day-7 survey.

Reversibility: Feature flag controls pipeline adoption. Legacy pipelines remain operational. No data migration.

Owner Assignments:

- Platform Product Lead | Measure: Pilot hypothesis validated ≥ 80% success metric achievement by week 4.

- Platform Engineering Lead | Measure: Pipeline available to pilot teams with telemetry dashboards live by day 1.

- Security Lead | Measure: Guardrail thresholds enforced with zero critical exceptions by week 2.

- Team Tech Leads (2) | Measure: Team onboarding completed, first deployment via pipeline by day 3.

<div class="my-stack-md p-6 bg-surface-container-low border-l-4 border-primary rounded-r-lg">
Red Flag / Go-No-Go : If policy-as-code rules require ≥ 2 weeks to author and test before pilot start, the capability is not narrow enough. Reduce scope or defer.

Interpretation Rules:

- A single positive trend never overrides a guardrail breach.

- Sparse data → extend pilot or improve instrumentation. Do not expand on hope.

- Tie every metric to the top job: faster deployment matters because it shortens time-to-feedback for product changes.

<div class="my-stack-md p-6 bg-surface-container-low border-l-4 border-primary rounded-r-lg">

## From Workshop to Execution: 30-60-90 Plan

Sequential steps with checkpoints. No parallel tracks until pilot proves value.

### Days 1–7: Commit and Prepare

- Decision memo (1 page): problem, selected capability, pilot scope, metrics, owners, assumptions. Circulate for comment within 48 hours.

- Pilot environment : Pre-provision access, feature flags, dashboards for all 5 metrics. Footprint stays inspectable.

- Cohort training : 60-min walkthrough focused on golden path and escalation path.

Owner: Platform Product Lead | Measure: Decision memo signed by Executive Sponsor; dashboards live; training completed by day 7.

### Days 8–28: Run and Review

- Pilot execution : 3 weeks (aligns with sprint cadence).

- Mid-pilot review (day 14) : Check all 5 metrics. Confirm reversibility. Decide Continue / Modify / Pause.

Owner: Platform Engineering Lead | Measure: Mid-pilot review completed with documented Continue/Modify/Pause decision by day 14.

### Days 29–60: Decide and Communicate

- Pilot-end decision : Apply criteria below. If Continue, define next cohort and required changes before expansion.

- Stakeholder communication : Results, decision, next steps to all dev managers and sponsor.

Owner: Platform Product Lead | Measure: Pilot-end decision recorded in decision log; communication sent by day 35.

### Days 61–90: Scale or Iterate

- If Continue : Onboard next cohort with refined pipeline and updated guardrails.

- If Modify : Re-run pilot with revised scope/training; reset 30-day clock.

- If Stop : Revert to prior process. Record learning. Do not expand until root causes addressed.

Continue / Modify / Stop Criteria:

- Continue : Success metric met or trending ≥ 80% with zero guardrail breaches; qualitative feedback supports adoption; reversibility intact.

- Modify : Partial success (50–79% of target) or guardrail pressure; revise scope, defaults, or training; improve measurement if noisy.

- Stop : Success metric < 50% of target or any critical guardrail breached; revert; document learning; no expansion until causes resolved.

Red Flag / Go-No-Go : If mid-pilot review (day 14) shows success metric trending < 50% of target with no clear remediation path, pause immediately. Do not wait for pilot end.

## Conclusion

A Platform Strategy workshop pays off when it produces a funded pilot with a falsifiable hypothesis, not a roadmap. Use this template to separate discovery, decision, and follow-through so you cut rework and move with evidence. Keep your first step narrow, measurable, and inspectable. Then let the data tell you whether to continue, modify, or stop. Done this way, platform work compounds into leverage your teams can trust and your business can fund.
